Uruguay

The Executive Office of the Electronic Government and Information and Knowledge Society joined LAC4 on behalf of the Government of Uruguay in May 2024.

Cooperation between LAC4 and Uruguay is centered on strengthening national and regional capacities in cybersecurity, cyber diplomacy, and digital resilience. This collaboration has been reflected in several practical initiatives, including the “Is Your City Cyber Secure?” training and tabletop exercise held in Montevideo, which gathered representatives from across the region to enhance urban cybersecurity preparedness. Additional activities include the training “Journalists on the Frontline: Reporting Safely and Accurately on Cyber Incidents,” aimed at strengthening the capacity of Uruguayan media professionals, as well as a workshop on different topics such as cyber diplomacy or cyber capacity-building Overall, these initiatives highlight a practical and forward-looking cooperation focused on strengthening institutional capabilities and fostering regional knowledge exchange. 

AGESIC is responsible for leading Uruguay’s strategy on e-government, state digitalization, and the development of the information society. Operating under the Honorary Directive Council, it implements public policies aimed at improving citizen services, strengthening information security, promoting digital inclusion, and advancing open government principles. Through these efforts, AGESIC plays a central role in modernizing public administration and fostering a secure, efficient and citizen-centered digital ecosystem.

LAC4 in cooperation with Agency for Electronic Government and Information and Knowledge Society of Uruguay (AGESIC) and the Delegation of the European Union to Uruguay organised a training for journalists in Montevideo, Uruguay from 2 to 3 March 2026. The training, titled “Journalist on the Frontline: Reporting Safely and Accurately on Cyber Incidents” and led by EU CyberNet Experts Carlos Leonardo and Diogo Carapihna, focused on strengthening journalistic capacity among Uruguayan media representatives and journalists to improve understanding, covering and reporting on cybersecurity issues.
