Cyberdiplomacy training course

Training provides the participants knowledge and skills necessary to become actively involved in international cyber diplomacy negotiations and processes in their countries with the aim of furthering the protection of the open, multi-stakeholder model of the internet, and protecting the rights of internet users worldwide, contributing to a safer global cyberspace.

The training contributes to the facilitation of diplomatic outreach and national coalition-building on cyber diplomacy issues to support the target country’s diplomatic objectives. 

Learning Objectives: 

  • Build the participants’ knowledge on how digital technologies impact geopolitics and social and economic development. 
  • Understand cybersecurity issues on the diplomatic agenda and their impact on geopolitics. 
  • Build cyberdiplomacy capacity at the Ministries of Foreign Affairs by training diplomats across different focus areas on cyber issues.
  • Identify multilateral and multistakeholder political processes that shape global and regional cybersecurity agendas. 
  • Offer the participants means on how to identify steps to prepare an institution to take part in cyberdiplomacy discussions. 
  • Provide a coherent approach on how to take an active role in international processes around cyberdiplomacy. 
  • Facilitate and support dialogue between national cybersecurity experts and the diplomatic community to ensure consistency in national cybersecurity and diplomatic objectives. 

Topics to be covered: 

  • Introduction to Cybersecurity – threats and threat actor. 
  • Overview of the target country’s cybersecurity organisation, strategic and policy documents, regulations, incident response and emergency management processes; the importance of coordination and collaboration between diplomats and cybersecurity operational community. 
  • Agenda for Cyber Diplomacy (international state of play, actors). 
  • Attribution, deterrence and response options. 
  • International law and ICTs. 
  • Norms, rules and principles of responsible state behaviour. 
  • Confidence building measures. 
  • International cooperation and assistance 
  • The need and good practices of establishing a cyberdiplomacy unit at the Ministry of Foreign Affairs.
