Importance of Cybersecurity Indexes: Improving National Cyber Resilience

The 3rd LAC4 members-only seminar focused on three main and globally recognized cybersecurity assessment framework and their impact to cybersecurity policies around the world. Seminar was attended by more than 170 stakeholders and policymakers from LAC4 members.

Caroline Troein from International Telecommunications Union (ITU) shared an overview of the Global Cybersecurity Index (GCI) which tracks countries across multiple areas on the presence of various cybersecurity measures since 2015. The latest index from 2024 highlights that countries have strengthened their cybersecurity efforts since 2021, but more actions are needed to meet evolving cyberthreats. Caroline Troein focused on construction of the model and how data is collected, verified and validated with examples how countries have used GCI to improved their cybersecurity.

Joe Fulwood from University of Oxford’s Global Cyber Security Capacity Centre presented an overview of the Cybersecurity Capacity Maturity Model for Nations (CMM), The framework is designed to review a country’s cybersecurity capacity in five dimensions to measure the national capacity in delivering cybersecurity.

Radu Serrano from e-Governance Academy (eGA) discussed National Cyber Security Index (NCSI), a global live index that measures the preparedness of countries to prevent cyber threats and manage cyber incidents. It’s public database serves as a tool for national cyber security capacity building. As the NCSI relies on national cybersecurity capacities such as strategic, preventive and responsive capacity, it serves as comparison, reference and assessment tool for governments.

Seminar was designed for cybersecurity stakeholders and policymakers from LAC4 member countries of Antigua and Barbuda, the Dominican Republic, Ecuador, El Salvador, Estonia, Guatemala, Honduras, the Netherlands, Panama and  Uruguay and members of RedCLARA. Next LAC4 members-only seminar will take place in March 2025.
