LAC4 Members-only Seminar: A legal Architecture and a Common Framework

EU CyberNet invites LAC4 members to join the members-only series of online seminars on the most topical issues of cybersecurity. The seminar “A legal Architecture and a Common Framework” will take place on 9 April 2026 at 09.00am (UTC/GMT -5).

This seminar will address the importance of building a coherent legal architecture and a common framework to strengthen cybersecurity governance, identify and protect critical infrastructure, and establish clear responsibilities for regulated actors. It will also explore the role of compliance and enforcement mechanisms as essential elements to ensure the effectiveness of regulations.

The event will also emphasise regional cooperation and multi-stakeholder dialogue, highlighting how collaboration among governments, specialized institutions, and other key actors can help reduce regulatory fragmentation and advance more coordinated approaches to addressing cybersecurity challenges in the region.

A central focus will be:

  • Analysing the development of cybersecurity legislative frameworks in Latin America in relation to international standards.
  • Discussing governance models and mechanisms for identifying essential or critical sectors.
  • Reflecting on the balance between regulation and the maturity level of regulated sectors.
  • Debating the role of sanctions regimes in cybersecurity regulations.
  • Strengthening regional cooperation through information-sharing mechanisms and CSIRT networks.
  • Promoting the exchange of experiences among countries in developing national cybersecurity strategies and capacities.
  • Encouraging the adoption of international standards adapted to each country’s technical capabilities.

Speakers:

  • Jersain Zadamig Llamas Covarrubias

Jersain Llamas Covarrubias is a Mexican lawyer and technology strategist with an LL.M. and PhD in Data Science. He is a professor and researcher at the University of Guadalajara, specializing in cybersecurity and the applied governance of emerging technologies. He is co-founder and CEO of OBEX Cybersecurity and an advisor to the IT and Cybersecurity Committee of INDEX Mexico, with experience in governance, risk management, due diligence, privacy, business continuity, and incident response. He participates in regulatory, cyber resilience, and crisis management initiatives, collaborating with networks such as Legal Hackers, EU CyberNet, and the Euro-Atlantic Resilience Centre.

  • Juan Pablo González Gutiérrez

Juan Pablo González Gutiérrez is a lawyer with a Master’s degree in Law and New Technologies and a Diploma in Compliance and Corporate Risk Management. He holds certifications in compliance management systems, cybersecurity, personal data protection, and artificial intelligence. He is a member of the CyberNet EU network as a guest expert and Director of the Chilean Chapter of the Cloud Security Alliance; he is also a member of the IAPP. Academically, he directs the Diploma in Regulation and Technology and teaches in the Master’s programs in Strategic Communication and Corporate Governance, Sustainability, and Compliance at UDD, as well as at several other national and international universities.

  • Daniela Procházková

Daniela Procházková is a lawyer specializing in cybersecurity regulation. Since 2018, she has been working at the National Cyber and Information Security Agency (NÚKIB), where she currently lead the Public Sector Regulation Unit. Daniela has contributed to both the implementation of the original act on cybersecurity and the development of the new legislation, which recently came into effect. In addition to her regulatory experience, Daniela is also a certified ISMS implementer.

Participants: Open to public officials and policymakers at the national and regional levels, as well as experts from LAC4 member countries (Antigua and Barbuda, Bahamas, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Estonia, Guatemala, Honduras, Mexico, the Netherlands, Panama, the Dominican Republic, and Uruguay).
