LAC4 Members-only Seminar: How to Build a CSIRT – A Practical Blueprint
EU CyberNet invites LAC4 members to join the members-only series of online seminars on the most topical issues of cybersecurity. The Fifth seminar “How to Build a CSIRT – A Practical Blueprint” will take place on 5 June 2025 at 9:00 am (UTC/GMT -5).
The aim of the seminar is to offer a practical and structured approach to building a Computer Security Incident Response Team (CSIRT) from the ground up. Seminar focuses on the practical aspects of CSIRT development: participants will explore core functions and types of CSIRTs, identify key organisational, technical and human components, and gain insights from real-life experiences of CSIRT implementation across the LAC region. Seminar will also highlight the importance of regional and international cooperation in enhancing incident response capabilities and building more resilient cybersecurity ecosystem.
Participants: open to national and regional policymakers and experts in cybersecurity, digital matters and law enforcement, especially those who are involved in the planning, establishment or enhancement of CSIRTs. Seminar is open to participants from LAC4 member countries: Antigua and Barbuda, the Dominican Republic, Ecuador, El Salvador, Estonia, Guatemala, Honduras, the Netherlands, Panama, Uruguay and RedCLARA.
Speakers:
Carlos Leonardo who has dedicated last 10 years to improve the state of the cyber ecosystem in the Dominican Republic. He leads the National CSIRT, establishing the procedural and operational foundations for the development and improvement of the Dominican Republic’s cybersecurity posture. He has supported many other governments and regional organizations in establishing national incident response capabilities and creating channels for regional cooperation and best practice sharing. His involvement in the incident response community over the years has included presentations at various forums and participation in committees and working groups of international organizations such as FIRST, OAS CICTE, GFCE, Interpol and EU CyberNet/LAC4.
Roberto Lemaître Picado from Costa Rica is a cybersecurity expert with over 15 years of experience in digital security, public policy, and incident response. He served as the National Coordinator of Costa Rica’s CSIRT and Acting Director of Digital Governance at MICITT, where he led the development and implementation of national cybersecurity structures. He currently works in the financial sector on cybersecurity matters and is a university professor in digital law and cybersecurity. He has actively contributed to the design of national strategies, capacity-building programs, and regional cooperation frameworks in Latin America.
