“Past year has been a busy but also very inspiring for LAC4. In addition to welcoming several new members to LAC4 Centre, we have organized more than 50 events and engagements across 25 Latin America and the Caribbean countries for more than 2600 participants. Taking a Stock on the Past Year
LAC4 Centre’s key achievements include:
- 4 new members have joined the LAC4 Centre: Costa Rica, Colombia, the Bahamas and NUMU Group. This makes the total count of members 16.
- 57 diverse engagements in Latin America and the Caribbean region directly engaging over 2600 individuals. These engagements, combining bilateral, sub-regional and regional target groups from public and civil sector, have fostered a new level of commitment from the LAC4 Centre and countries in the region.
- The 3rd CyberWeek@LAC4 and the 2nd 0ct0b3rf35t@LAC4 brought together cybersecurity policymakers and professionals from 45 countries and 33 speakers from the LAC region, Europe and Africa in November 2024 in Santo Domingo. Agenda featured 38 technical, hands-on workshops and presentations across three days.
- LAC4 co-organised Tallinn Cyber Diplomacy Winter School 2025 in Santo Domingo together with the e-Governance Academy, EU CyberNet, the Ministry of Foreign Affairs of Estonia and European Commission’s Directorate-General for International Partnerships.
- LAC4 co-organised the Her CyberTracks programme together with the ITU and GIZ, the LAC training set to take place in October 2025.
- Launched LAC4 members-only online seminar series which focus on the most topical issues of cybersecurity for LAC4 member countries’ technical experts and policymakers. The four editions discussed cybersecurity indexes, OSINT for public institutions and building CSIRT.
- Continued focus on cyber awareness and hygiene to improve digital resilience and basic cybersecurity practices of public institutions, private sector and academia. LAC4 launched its Cyber Hygiene Platform for Antigua and Barbuda, Ecuador and Guatemala. Additionally, LAC4 conducted several train-the-trainer programmes and online seminars for LAC region.
- Supporting regional cyber ecosystems and capabilities with engaging regulatory and legislative processes, conducting trainings for SME-s and supporting workforce development, including supporting Antigua and Barbuda, Bolivia, El Salvador, Ecuador, Guatemala, Panama, Trinidad and Tobago.
- Developing relevant cybersecurity guides, handbooks and materials.
- Organising technical training programmes for CSIRTs.
- Bridging gender and generational gap in cybersecurity by sponsoring
- LATAM team at the International Cybersecurity Challenge (ICC) in Chile.
- Panamanian girls’ participation in Cyberwizards camp in Estonia.
- Co-organising the aforementioned Her CyberTracks programme.
Looking Forward
LAC4 Centre, building on the success of past engagements, commits to contributing in strengthening national cybersecurity capacities and promoting regional collaboration. While LAC4 Centre looks forward to extend its bilateral cooperation among LAC and EU countries, more than 50 events, engagements and support activities are in the plans for the next 12 months.
- Supporting countries to develop incident response plan, cyber crisis communications plan and cyber diplomacy.
- Continued focus on women and youth empowerment, and bridging the gender and generational gap in cybersecurity: a Her CyberTracks initiative in-person training in Santo Domingo coming up in October and a Kehtna Cybersecurity Bootcamp.
- Continued cooperation with regional and international organisations on raising awareness on cyber issues, including cooperation with cybersecurity awareness month.
- LAC4 focus in beyond governments. Future engagements will include:
- trainings for academic institutions;
- awareness raising among media representatives and journalists;
- upskilling small- and medium enterprises;
- improving cities’ cybersecurity;
- improving maritime security and supply chain cybersecurity.
- Supporting LATAM team at the ICC competition in Tokyo
- Continued awareness raising among LAC4 member countries policymakers: quarterly LAC4 members-only online seminars on topical cybersecurity matters.
- Flagship events such as CyberWeek@LAC4 and 0ct0b3rf35t@LAC4
The General Assembly took place alongside the EU-LAC Digial Alliance Days and EU-LAC High-level Policy Dialogues. General Assembly is the highest decision-making body of LAC4 and it brings together members and partners of LAC4. The General Assembly of 2025 was attended by representatives of the Dominican Republic, the Netherlands, the Bahamas, Costa Rica, Colombia El Salvador, Estonia, Honduras, Guatemala, Paraguay, Cyber 4.0, RedCLARA and NUMU Group.
