At Summit País Digital 2026: Strengthening Cyber Resilience Through Cooperation

LAC4 Regional Manager César Moliné participated in a panel session on cyber resilience at the at Summit País Digital 2026 on 6 October 2026 in Santiago, Chile.

Panel session, titled “Cybersecurity and Democratic Resilience: Institutional Responses in Chile and the European Union” addressed the legislative, institutional and operational dimensions of cybersecurity, focusing particularly on regulation, public policy, the protection of essential services and the strengthening of institutional capacities to counter digital threats. 

In his remarks, César Moliné highlighted the role of cooperation between the European Union and Latin America and the Caribbean in translating cybersecurity policies into practical, lasting institutional capabilities. Drawing on LAC4’s experience, he emphasised implementation support, joint crisis exercises, specialist training and knowledge exchange as concrete areas for collaboration. He also outlined the support being prepared with ANCI to develop a cyber crisis communications plan for Chile, underscoring how clear responsibilities and timely, reliable public information contribute to trust during a crisis. He stressed that stronger cyber resilience should protect essential services and people’s rights, while enabling institutions to respond effectively and learn from experience. 

Panel featured in addition to LAC4, Stefano De Luca (European Parliament) and Michelle Bordachar (Chile’s National Cybersecurity Agency), and was moderated by Ricardo Mena (International IDEA) 

Part of the Summit País Digital 2026’s side-event Summit for the Future of Cybersecurity: Building Digital Trust between the European Union and Chile, the event brought together officials, diplomatic representatives, parliamentarians and specialists to analyse the challenges that digital transformation poses for institutions, security and democracy with an aim to strengthen the exchange of experiences and cooperation between Chile and the European Union.
