LAC4 Members-only Seminar – Regulation of Commercial Cyber Intrusion Capabilities
EU CyberNet invites LAC4 members to join the members-only series of online seminars on the most topical issues of cybersecurity. The second seminar “Regulation of Commercial Cyber Intrusion Capabilities” will take place on 31 October 2024 at 09.00am (UTC/GMT -5).
The aim of the seminar is to explore the intersection of domestic and international law and policy regarding to the use of commercial cyber intrusion capabilities, spyware and offensive cyber in the context of national security and law enforcement.
The seminar will focus on how commercial cyber intrusion capabilities are used to overcome challenges in national security and law enforcement access to “data” and the use of new technologies and end to end encryption. It will explore the risks created by the use of offensive cyber, and domestic and international policy and legal solutions that aim to enable use of offensive cyber within a “rule of law” framework that respects fundamental rights. It discusses the details regarding these frameworks, according to different views including fundamental rights and balancing the tensions between security and privacy.
Objectives:
Introduction of main challenges law enforcement and national security agencies face in accessing data and explaining the use of offensive cyber and commercial IT tools such as spyware can overcome these challenges;
Discussing risk to fundamental human rights such as the use of offensive cyber;
Providing insights on balancing security and fundamental human rights with a specific focus on privacy, data protection and the freedom of expression;
Describing elements of frameworks that enable the use of offensive cyber within the rule of law, and fundamental human rights protecting frameworks;
Informing about the international developments in this domain;
Providing insights to issues in the LATAM context.
Participants: open to national and regional policymakers and experts of LAC4 member countries: Antigua and Barbuda, the Dominican Republic, Ecuador, El Salvador, Estonia, Guatemala, Honduras, the Netherlands, Panama, Uruguay.
Speakers:
Amit Ashkenazi (Israel, EUCN expert): law and technology expert, consulting on policy and compliance aspects of cybersecurity, artificial intelligence, data protection, cloud use and ICT procurement. Amit was the legal advisor of the Israeli National Cyber Directorate (INCD), and in the Israel’s Data Protection Authority. He is a teaching and research affiliate at four Israeli universities.
Diego Beltrán (Ecuador, EUCN expert): National security and international law expert, focused on digital law, computer crime, data protection and privacy. Currently a practicing attorney, university professor and founding member of the Ecuadorian Data Protection Association, Diego has worked for and advised international organizations, government authorities and multinational companies.
