The Dominican Republic

The Dominican Institute of Telecommunications (INDOTEL) hosts the LAC4 in the Dominican Republic since 2023 and serves as a hub and training facility for LAC4 activities.

As the host country of the LAC4 Cyber Competence Centre in Santo Domingo, the Dominican Republic has become a regional hub for cybersecurity capacity building and cooperation of LAC4. Collaboration between LAC4 and the Dominican Republic spans from strategic policy development and technical trainings to cyber diplomacy and institutional strengthening. Numerous national, regional and international events, workshops and initiatives have been hosted in the country, including CyberWeek@LAC4 or Cyber Policy Bootcamp.This close partnership reflects a shared commitment to strengthening cybersecurity capacities both nationally and across Latin America and the Caribbean.

INDOTEL through its national cybersecurity centre (CNCS) is a state agency coordinating cybersecurity policy and strengthening cyber resilience in the Dominican Republic. CNCS leads the implementation of the National Cybersecurity Strategy, coordinates cooperation among public institutions, promotes cybersecurity awareness and supports the protection of critical infrastructure and national digital assets. The Centre also plays a central role in developing national cyber capabilities and fostering collaboration with international partners.

As the Latin American and Caribbean region undergoes rapid digital transformation, the traditional Security Operations Center (SOC) model is being challenged by the need for increased agility and cross-border collaboration. To address these evolving demands, LAC4 hosted its latest members-only webinar on this topic, which aimed at providing participants with a foundational blueprint for building and scaling effective SOCs.

Members-only Seminar: a Legal Architecture and a Common Framework (April 2026)

The seminar focused on the development of a coherent legal architecture and a common cybersecurity framework in Latin America, beginning with an introduction to the NIS 2 Directive adopted by the European Union in 2022 and the cybersecurity situation in Czech Republic. While national governance frameworks, such as cybersecurity strategies, public policies and regulatory measures, set out broad lines of action, their effectiveness was shown to depend on strong organizational structures capable of translating principles into concrete mechanisms.
