Panama
The National Authority for Government Innovation of Panama joined LAC4 on behalf of the government of Panama, in November 2023.
Cooperation between LAC4, and Panama has focused onstrengthening national capacities in cybersecurity, digital resilience, the protection of critical infrastructures, and cyberspace governance, in coordination with key national stakeholders. In practice, this cooperation materializes through targeted capacity-building activities and tailored trainings designed to address both strategic and operational needs. Examples include a Cyber Diplomacy Workshop held in February 2025, a seminar on the identification of Critical Information Infrastructure (CIIP) in July 2025, and a basic CSIRT operations training delivered in June 2025. Together, these initiatives illustrate a multidimensional engagement that combines policy-level dialogue, institutional strengthening, and technical expertise, reflecting a structured and long-term commitment to supporting Panama’s cybersecurity development.
The National Authority for Government Innovation (AIG) is a public institution of Panama responsible for leading the State’s digital transformation. It was established in 2009 to coordinate the strategic use of information and communication technologies across the public sector. The AIG promotes the modernization and digitalization of government services. It advises public institutions on the development and implementation of technological solutions. Its goal is to enhance efficiency, transparency, and accessibility in public administration.

LAC4 concluded a three-day workshop on cyberdiplomacy for the staff of Panamanian Ministry of Foreign Affairs, held from 4 to 6 February in Panama City.
Critical Information Infrastructure Protection in Focus for Panama (July 2025)
On 8 July, an online seminar organized by LAC4 in collaboration with the Panama National Authority for Government Innovation was held to support members of the Panama Government in defining, identifying, and protecting Critical Information Infrastructures (CII). Led by Perit Kirkmann-Raave, a CIIP Lead Expert at the National Cyber Security Centre of Estonia (NCSC-EE), the session brought together 47 participants from key Panama institutions.

Members-only Seminar: a Legal Architecture and a Common Framework (February 2026)
The seminar focused on the development of a coherent legal architecture and a common cybersecurity framework in Latin America, beginning with an introduction to the NIS 2 Directive adopted by the European Union in 2022 and the cybersecurity situation in Czech Republic. The session highlighted that, although many countries in the region are aligning with international standards, adapting these frameworks to local institutional, technical and economic realities remains a significant challenge.
Members-only Seminar on CSIRT Simulation Scenarios (February 2026)
The 8th LAC4 members-only seminar, delivered by experts Helio Sant’Ana and Ian McWilliam, focused on strengthening CSIRT preparedness through cyber incident simulation exercises. The session emphasised that effective incident response depends not only on technical tools but also on coordinated procedures and teams trained to operate under pressure.

The 7th LAC4 members-only seminar, led by EU CyberNet Experts Gabriela Reynaga Vargas and Jurica Čular, focused on cybersecurity governance as a cornerstone for ensuring digital security, institutional resilience, and operational continuity in the face of complex and persistent cyber risks. While national governance frameworks, such as cybersecurity strategies, public policies and regulatory measures, set out broad lines of action, their effectiveness was shown to depend on strong organizational structures capable of translating principles into concrete mechanisms.
Participants Reflect on Their Experience at CyberWizards 2025 (September 2025)
The CyberWizards program, held in Estonia from 11 to 16 August, brought together young women looking to explore cybersecurity. LAC4 supported the participation of five girls from Panama, aged 13 to 16, giving them the opportunity to gain hands-on experience, connect with peers from other countries, and develop skills and confidence for their future in technology.
