Cyberdiplomacy Workshop for Panama

LAC4 will organize a cyberdiplomacy workshop in Panama from February 4 to 6 for staff from the Panamanian Ministry of Foreign Affairs.

Given that cyberattacks and the malicious use of ICT (trusted internet connections) by state and non-state actors are growing at an alarming rate, creating risks that threaten stability, international security, and fundamental rights, cybersecurity has become a central focus of international diplomacy. That is why LAC4 has decided to promote this initiative aimed at strengthening the capacities of diplomats, Ministry of Security officials, representatives of the Government Innovation Authority, advisors, and students interested in cybersecurity and international relations. The workshop, which has already proven successful in the region, will offer knowledge and practical tools to effectively participate in international processes related to cyber diplomacy, addressing the impact of digital technologies on social and economic development and their growing importance in global and regional security agendas. 

The programme will combine hybrid theoretical sessions with in-person interactive workshops designed to promote applied learning and direct exchange among participants. Throughout the course, participants will examine the main multilateral and multi-stakeholder processes shaping cyberspace governance and security, including key international mechanisms and ongoing debates on cooperation and digital sovereignty. A structured framework will also be provided to help institutions prepare for international negotiations and forums, develop coherent strategies, and build national and regional partnerships. 

The workshop will also promote dialogue between the diplomatic community and national cybersecurity experts, facilitating the exchange of experiences and best practices. Two international experts with extensive experience will facilitate the sessions during the three days of training, ensuring a practical, dynamic, and collaborative learning experience. Through this training, LAC4 reaffirms its commitment to collaboration with Panama, a member of LAC4 since 2023, with which it maintains a strong and fruitful relationship.
