CSIRT Operations’ Baseline Training for Panama

LAC4 is organising a baseline training on CSIRT operations that supports the development and enhancement of national incident response capabilities through practical exercises and alignment with international best practices. The training is designed for CSIRT officials and managers in Panama, primarily from the Ministry of Public Security.

The course will cover key aspects of CSIRT operations across three main areas:

  • Organizational and Operational Fundamentals, covering incident management models (CSIRT/CERT/SOC), the CSIRT lifecycle based on ENISA guidelines, team planning, community definition, external communication, institutional support, and funding. It also introduces CSIRT service frameworks and maturity models.
  • Technical aspects, exploring the current threat landscape—including malware, vulnerabilities, and attack types—along with Tactics, Techniques, and Procedures (TTPs), prevention models, threat intelligence tools, OSINT, and an introduction to advanced analysis and scripting.
  • Practical Operations and legal considerations, guiding participants through the incident management flow from initial report to post-analysis, responsible vulnerability disclosure, and a hands-on incident response workshop. Legal topics include regional cybersecurity legislation, evidence preservation, chain of custody, and audit procedures.
