Building Cyberdiplomacy Capacity in Panama

LAC4 concluded a three-day workshop on cyberdiplomacy for the staff of Panamanian Ministry of Foreign Affairs, held from 4 to 6 February in Panama City.

The training strengthened participants’ ability to engage in international cyber processes as they examined main multilateral and multi-stakeholder processes shaping global cyberspace governance, supporting directly Panama’s efforts to promote an open, secure, stable and multilateral cyberspace while protecting users’ rights and supporting national diplomatic priorities.   

As cyber threats and malicious use of information and communication technologies continue to grow, cybersecurity has become a key element of international relations and geopolitical stability. Participants examined how digital technologies influences social, economic and security developments as well as the evolving global cyber diplomacy agenda, including key actors and processes shaping international cybersecurity governance.  

Led by EU CyberNet experts Pedro Lateiro and Guilherme Schneider, the proramme combined theoretical sessions with interactive exercises to strengthen applied skills and institutional preparedness. Core topics included the international cyber threat landscape, national cybersecurity governance frameworks, coordination between diplomatic and operational cybersecurity communities as well as the application of international law, norms and confidence-building measures in cyberspace. Participants also examined attribution deterrence, incident response options and international cooperation mechanisms while discussing the best practices for establishing dedicated cyber diplomatic functions within the government. A representative of the National Authority for Government Innovation (AIG), also explained the specifics of the Panamanian cybersecurity landscape and the latest initiatives in this area, creating a space for further coordination between national actors around the cyberspace.   

Through the workshop, co-organised with the Panamanian Ministry of Foreign Affairs, participants gained practical tools to define national cyber diplomacy positions, prepare institutions for participation in international negotiations and foster national coalitions around cybersecurity priorities that strengthen alignment between national cybersecurity strategies and foreign policy objectives. This initiative also reflects LAC4’s continued commitment to strengthening regional cyber resilience and its rowing close cooperation with Panama since 2023.

Strengthening Cybersecurity Journalism in Latin America and the Caribbean

LAC4 in cooperation with Agency for Electronic Government and Information and Knowledge Society of Uruguay (AGESIC) and the Delegation of the European Union to Uruguay organised a training for journalists in Montevideo, Uruguay from 2 to 3 March 2026. The training, titled “Journalist on the Frontline: Reporting Safely and Accurately on Cyber Incidents” and led by EU CyberNet Experts Carlos Leonardo and Diogo Carapihna, focused on strengthening journalistic capacity among Uruguayan media representatives and journalists to improve understanding, covering and reporting on cybersecurity issues. 

LAC4 Enhances Jamaica’s Cyber Resilience with Advanced Cybersecurity Training

LAC4 organised an online advanced cybersecurity operations training for Jamaica’s public sector cybersecurity professionals from 23 to 26 February. Training focused on building rapid detection, analysis and response capabilities by leveraging open-source tools for threat detection and response.
