Ecuador
The Ministry of Telecommunications and Information Society joined LAC4 on behalf of the Government of Ecuador in December 2024.
Cooperation between LAC4 and Ecuador fhas focused on strengthening cybersecurity capacities enhancing institutional preparednessand positioning the country as a regional hub.. This collaboration has been reflected in several initiatives, including the Cybersecurity for Ports Workshop for the Andean Region, aimed at supporting ports and public authorities in developing robust strategies to address cyber risks. Additional activities include a keynote on artificial intelligence and cybersecurity delivered the CEDIA CIO University Forum for ICT leaders in higher education institutions, as well as a cyber crisis management tabletop exercise (TTX) designed to test response procedures and information-sharing mechanisms during large-scale cyber incidents.
The Ministry of Telecommunications and Information Society is the governing body responsible for the development of information and communication technologies in Ecuador, including telecommunications and the radioelectric spectrum. It formulates public policies and strategic plans, while monitoring and evaluating their implementation, in coordination with stakeholders across key sectors. Its mission is to ensure equal access to ICT services and promote their effective, efficient, and meaningful use, contributing to the advancement of the information society and the well-being of the Ecuadorian population.

Cybersecurity in Ports: Strengthening Maritime Security in the Andean Region (January 2025)
While seaports are essential in serving as hubs for economic growth and international trade, their physical and digital security is often overlooked. To address challenges in digital security of ports, LAC4 organised a training from 21st to 24rd January 2025 in Guayaquil, Ecuador for national authorities and ports from Ecuador, Peru and Colombia on cybersecurity.
The Ministry of Telecommunications and Information Society (Ministerio de Telecomunicaciones y de la Sociedad de la Información) of Ecuador on behalf of the Government of Ecuador has become the 12th member of LAC4. The accession ceremony took place during the IV EU-Ecuador Security Roundtable in Quito, Ecuador on 4th December 2024.

Training for Andean Region SME-s (May 2026)
LAC4 in cooperation with the General Secretariat of the Andean Community and the Delegations of the European Union in the region organises a cybersecurity training for 16 small- and medium-sized enterprises from Bolivia, Colombia, Ecuador and Peru from 11 to 13 May in Lima, Peru.
Members-only Seminar: a Legal Architecture and a Common Framework (April 2026)
The seminar focused on the development of a coherent legal architecture and a common cybersecurity framework in Latin America, beginning with an introduction to the NIS 2 Directive adopted by the European Union in 2022 and the cybersecurity situation in Czech Republic. The session highlighted that, although many countries in the region are aligning with international standards, adapting these frameworks to local institutional, technical and economic realities remains a significant challenge.
Members-only Seminar on CSIRT Simulation Scenarios (February 2026)
The 8th LAC4 members-only seminar, delivered by experts Helio Sant’Ana and Ian McWilliam, focused on strengthening CSIRT preparedness through cyber incident simulation exercises. The session emphasised that effective incident response depends not only on technical tools but also on coordinated procedures and teams trained to operate under pressure.

The 7th LAC4 members-only seminar, led by Sangsoo Jeong, joining from Seoul through the cooperation with CAMP and KISAs and expert Priit Kaup, focused on strengthening national approaches to Vulnerability Management and Assessments.

While national governance frameworks, such as cybersecurity strategies, public policies and regulatory measures, set out broad lines of action, their effectiveness was shown to depend on strong organizational structures capable of translating principles into concrete mechanisms.
