Honduras

The Directorate for Results-Based Management (DIGER) joined LAC4 on behalf of the Republic of Honduras, in December 2023.

Cooperation between LAC4 and Honduras has focused on strengthening national cybersecurity governance, strategic planning, and regional cooperation. This collaboration is carried out in coordination with key national stakeholders, particularly the Directorate for Results-Based Management (DIGER) of the Presidency, to support the development and implementation of national cybersecurity priorities. In practice, this cooperation has materialized through targeted capacity-building initiatives, including a workshop on the development and implementation of a National Cybersecurity Strategy for Honduras, or the participation of Honduras in the TAIEX INTPA Strategic Cybersecurity Workshop for Central America and the Dominican Republic. Together, these activities reflect a structured approach aimed at enhancing strategic frameworks, institutional coordination, and regional dialogue on cybersecurity. 

The Directorate for Results-Based Management (DIGER) is the technical arm of the Office of the President of the Republic of Honduras, responsible for planning, coordinating, monitoring, and evaluating results-oriented public management. Created in 2022 as a decentralised entity of the Office of the President of the Republic, DIGER’s main mandate is to ensure that the actions of the Central Government are carried out efficiently, transparently and with a measurable impact on the well-being of the Honduran population, using the Public Management for Results and Transparency System.

The seminar focused on the development of a coherent legal architecture and a common cybersecurity framework in Latin America, beginning with an introduction to the NIS 2 Directive adopted by the European Union in 2022 and the cybersecurity situation in Czech Republic. The session highlighted that, although many countries in the region are aligning with international standards, adapting these frameworks to local institutional, technical and economic realities remains a significant challenge.

The 7th LAC4 members-only seminar, led by EU CyberNet Experts Gabriela Reynaga Vargas and Jurica Čular, focused on cybersecurity governance as a cornerstone for ensuring digital security, institutional resilience, and operational continuity in the face of complex and persistent cyber risks. While national governance frameworks, such as cybersecurity strategies, public policies and regulatory measures, set out broad lines of action, their effectiveness was shown to depend on strong organizational structures capable of translating principles into concrete mechanisms.

18 small- and medium enterprises from Belize, Costa Rica, Guatemala, El Salvador, Honduras and Panama gathered in Antigua, Guatemala for a 3-day training for building and strengthening their cybersecurity skills in protecting their systems, safeguarding valuable information and mitigate cyber threats.
