Costa Rica

Costa Rica's Ministry of Science, Innovation, Technology and Telecommunications (MICITT) joined LAC4 on behalf of the Government of Costa Rica in July 2025.

Cooperation between LAC4 and Costa Rica has focused on strengthening cybersecurity awareness, capacity-building and regional collaboration. This partnership has been reflected in several initiatives, including a series of Training of Trainers seminars on cybersecurity awareness and cyber hygiene, aimed at equipping representatives from government institutions, critical infrastructure, academia, and industry with the skills to further disseminate knowledge. Additional activities include participation in the Cyber 9/12 Strategy Challenge, a scenario-based cybersecurity competition involving students from across Latin America, as well as engagement in the TAIEX INTPA Strategic Cybersecurity Workshop for Central America and the Dominican Republic, among others. Overall, these initiatives illustrate a collaborative approach to enhancing skills, fostering regional exchange, and promoting a stronger cybersecurity culture.

As the Latin American and Caribbean region undergoes rapid digital transformation, the traditional Security Operations Center (SOC) model is being challenged by the need for increased agility and cross-border collaboration. To address these evolving demands, LAC4 hosted its latest members-only webinar on this topic, which aimed at providing participants with a foundational blueprint for building and scaling effective SOCs.

Members-only Seminar: a Legal Architecture and a Common Framework (April 2026)

The seminar focused on the development of a coherent legal architecture and a common cybersecurity framework in Latin America, beginning with an introduction to the NIS 2 Directive adopted by the European Union in 2022 and the cybersecurity situation in Czech Republic. The session highlighted that, although many countries in the region are aligning with international standards, adapting these frameworks to local institutional, technical and economic realities remains a significant challenge.

The 7th LAC4 members-only seminar, led by EU CyberNet Experts Gabriela Reynaga Vargas and Jurica Čular, focused on cybersecurity governance as a cornerstone for ensuring digital security, institutional resilience, and operational continuity in the face of complex and persistent cyber risks. While national governance frameworks, such as cybersecurity strategies, public policies and regulatory measures, set out broad lines of action, their effectiveness was shown to depend on strong organizational structures capable of translating principles into concrete mechanisms.

Central American SME-s Focus on Building Their Cyber Resilience (March 2025)

18 small- and medium enterprises from Belize, Costa Rica, Guatemala, El Salvador, Honduras and Panama gathered in Antigua, Guatemala for a 3-day training for building and strengthening their cybersecurity skills in protecting their systems, safeguarding valuable information and mitigate cyber threats.
