Costa Rica is the Newest Member to LAC4

The Republic of Costa Rica has signed the letter of intent for LAC4 membership, becoming the 14th member of the LAC4 Centre.

On June 10, 2025, the Ministry of Science, Innovation, Technology and Telecommunications (MICITT) signed a letter of intention that expresses Costa Rica’s interest in becoming a collaborating member of the Latin America and the Caribbean Cyber Competence Centre (LAC4). The signature was carried out in the presence of the European Union ambassador to Costa Rica.

“At MICITT, we celebrate this incorporation into LAC4 as part of our efforts to strengthen national cybersecurity capabilities through regional and global alliances that promote good practices, training, and joint development on topics such as cybersecurity and digital transformation.” – Minister a.i Orlando Vega Quesada.

On behalf of the EU delegation in San José Ambassador Pierre-Louis Lempereur expressed that “the international cooperation that the European Union offers through LAC4 not only promotes the improvement of our response capabilities to cyber incidents, but also strengthens prevention, generating more robust and effective systems and policies. In this endeavor, Costa Rica will play a key role in the region, contributing its experience and recognized leadership in cybersecurity and digital transformation.”

Liina Areng, Director of LAC4 stated that “Costa Rica is a regional leader with a wealth of experience to share, especially after having faced and overcome one of the most significant cyberattack campaigns in Latin America. Its recovery process and institutional strengthening in cybersecurity constitutes a valuable example for other countries in the LAC region. Costa Rica’s membership of LAC4 represents an advance in fostering a more secure and resilient cyberspace, as it will facilitate collaboration, capacity building and international cooperation both with countries in our region and with key partners in the European Union.”

The letter of intent was signed by the Ministry of Science, Innovation, Technology and Telecommunications (MICITT) on behalf of the Government of Costa Rica. Member status grants the country the right to participate in the governance of LAC4, offer strategic guidance on the centre’s activities and utilize available resources.

LAC4 has 13 members in addition to Costa Rica, represented by respective national authorities or organisations: Antigua and Barbuda, the Dominican Republic, Ecuador, El Salvador, Estonia, Guatemala, Honduras, the Netherlands, Panama, Uruguay, pan-regional RedCLARA, Cyber 4.0: Cyber Competence Center (Italy) and NUMU Group.
