LAC4 Supports Mexico’s Legal Framework for Cybersecurity

As part of its ongoing commitment to strengthening digital resilience across Latin America and the Caribbean, LAC4 recently concluded a specialised technical assistance mission focused on the proposed Mexican Cybersecurity Law.

To ensure a comprehensive and balanced perspective, LAC4 mobilised two EU CyberNet experts Jan Rada and Jersain Covarrubias to lead the mission. By combining deep regional context with European Union best practices, experts provided a detailed legal and technical revision of the legislative proposal. This collaborative approach allowed for a specialised analysis that aligns Mexico’s national requirements with international standards for digital governance. 

The revision hopes to refine and strengthen the draft legislation, as well as proposed recommendations and areas of improvement to enhance the structural integrity of the legislative piece. Experts highlight the strong emphasis on innovation in cybersecurity as well as that the law could serve as a role model for improved regional cyber resilience. Throughout the review there were several legal innovations highlighted by the experts that give the law potential for being a regional reference framework. Moreover, the experts provided a comparative analysis to compare the Mexican to European frameworks, such as NIS2.  

This initiative is a prime example of the specialised activities LAC4 provides to its partner nations. Beyond general capacity building, LAC4 serves as a bridge for technical diplomacy, offering direct peer-to-peer assistance and expert-led advisory services. By facilitating these legal-technical revisions, LAC4 continues to support the development of mature, effective cybersecurity policies and frameworks throughout the region.

Seminar on Best Practices in Cybersecurity for Internet Service Providers

LAC4 in cooperation with the Dominican Institute of Telecommunications (INDOTEL), organised a virtual seminar on best practices in cybersecurity for internet service providers (ISPs) on Thursday, April 16, 2026.

Members-only Seminar: a Legal Architecture and a Common Framework

The seminar focused on the development of a coherent legal architecture and a common cybersecurity framework in Latin America, beginning with an introduction to the NIS 2 Directive adopted by the European Union in 2022 and the cybersecurity situation in Czech Republic. The session highlighted that, although many countries in the region are aligning with international standards, adapting these frameworks to local institutional, technical and economic realities remains a significant challenge.
