LAC4 General Assembly: Taking Stock on the Past Year’s Achievements

The 2nd Ordinary General Assembly of LAC4 convened on November 7 in Santiago de Chile at the margins of the High Level EU-LAC Digital Alliance Dialogues on Secure Connectivity and Artificial Intelligence and Ninth Ministerial Conference on the Information Society in Latin America and the Caribbean to review and take stock on LAC4’s the past year’s achievements.

Members were addressed by Guido Gómez Mazara, President of the Dominican Institute of Telecommunications (INDOTEL) and Félix Fernández-Shaw, Director for Latin America and the Caribbean at the Directorate-General for International Partnerships of the European Commission who highlighted the importance of LAC4 as a practical implementer of EU-LAC Digital Alliance in cybersecurity.

As members took stock of the past achievements and set guidance on the upcoming work plan and emphasised particularly the need for multi-stakeholder approach and cooperation with academia,  the support in national cybersecurity strategies and implementation and focus on cyber diplomacy, Liina Areng, thePresident of the LAC4 noted that LAC4 serves as a tool to advance national, regional and bi-regional progress in cybersecurity, fostering strong ties between experts and institutions in Europe, Latin America and the Caribbean.

The past year has been a successful one for the Centre – LAC4 has welcomed 8 new members (Antigua and Barbuda, Ecuador, Estonia, Guatemala, Honduras, Uruguay, RedCLARA, CYBER 4.0 and counts today 12 members. From September 2023 to August 2024, 51 cyber capacity building activities were delivered in the region by the Centre, directly engaging over 2500 individuals.  This represents an increase of 63% in our activities. The General Assembly also welcomed Mauricio Papaleo from AGESIC of Uruguay to the LAC4 Board ofDirectors, adding his expertise to guide the center’s work for the year 2025.

The General Assembly is the highest decision-making body of LAC4, gathering its members and partners to welcome new members, elect new board, review the past year’s achievements, operational budget, and discuss regional priorities and activities for the upcoming years to enhance collaboration in cybersecurity capacity building.

LAC4 thanks all its members for their active participation and contributions and look forward to new activities in the upcoming period of work.

Guyana Joins LAC4

The Cooperative Republic of Guyana on behalf of the Office of the Prime Minister, Hon. Mark Phillips, has become the 19th member of LAC4. Accession ceremony took place on 4 June 2026 in Georgetown, Guyana in the presence of the Prime Minister of the Cooperative Republic of Guyana, the National Data Management Authority, the LAC4 team and the Delegation of the European Union to Guyana.

SME-s Cybersecurity Training Webinars’ Series Concluded

LAC4 and the Chamber of Commerce of Bogota co-organised a webinar series to bolster digital transformation and cyber resilience of small and medium-sized enterprises in Colombia. Over 110 participants took part of the five webinars focused on topics such as cybercrime, artificial intelligence, risk management, social engineering and supply chain.

LAC4 Analysis “A Comparative Legal Analysis of Cybersecurity in LAC Region” Now Available in English

A recently published LAC4 and EU CyberNet comparative legal analysis of cybersecurity in Latin America and the Caribbean, titled “Cybersecurity in Latin America and the Caribbean: Towards a Legal Architecture and a Common Framework” is now available in English. Analysis has been written by Jersain Zadamig Llamas Covarrubias and César Moliné Rodríguez, and reviewed by Juan Pablo González Gutiérrez.
