CyberWeek@LAC4 2024 Day 1 Round-Up: Cyber Threats, Response Readiness, and Collaborative Strategies in Focus

The first day of CyberWeek@LAC4 2024 opened with a lineup of sessions that laid the foundation for cross-regional collaboration on cybersecurity resilience.

Participants delved into an evolving cyber threat landscape, kicked off by Jurica Čular’s insights from ENISA’s latest findings, offering a European perspective on new and complex risks affecting governments and organizations alike. The session underscored the importance of shared situational awareness as cyber threats transcend borders, making cross-regional cooperation essential.

This theme continued as Daniel Mühlenberg from Germany’s BSI and Diego Subero provided unique insights into threat intelligence adaptation and response capacity-building. Mühlenberg illustrated how CERTs in Germany have transformed to meet diverse intelligence needs, reflecting the global pivot toward flexible and multifaceted threat intelligence. Meanwhile, Subero emphasized a structured approach to incident response maturity through the CSIRTAmericas model, crucial for building resilient cybersecurity capabilities across Latin America and the Caribbean.

One of key focus of the day was the collaborative and offensive strategies to tackle complex cyber challenges. Sille Arikas explored the role of offensive cybersecurity for national security, sparking dialogue on how countries can strengthen their defenses proactively. Omar Avilez’s session highlighted partnerships and threat intelligence sharing, stressing that collaborative efforts within and across regions drive effective incident response. Ago Ambur’s presentation took this further by examining cybercrime as a service, urging the cybersecurity community to think like adversaries to build stronger defenses.

The day also featured practical guidance on incident response and inter-agency collaboration. Carlos Leonardo led a hands-on session to refine incident analysis, response, and management strategies, equipping participants with skills for rapid, effective decision-making in crisis scenarios. Dale Joseph provided a powerful example of cross-border collaboration, showing how CARICOM connects law enforcement agencies with CSIRTs to streamline communication and improve cyber resilience. Together, these sessions emphasized the crucial role of operational readiness and collaboration in combating the dynamic threats facing today’s digital landscape.

The day concluded with practical insights on digital forensics and cyber deception techniques led by Rick Logan-Stanford and Alexandru Ciobanu. These sessions gave participants hands-on strategies for investigating incidents, tracking threat actors, and gathering evidence, equipping them with tools to keep up with the rapid pace of cybercrime. As day one wrapped up, CyberWeek@LAC4 2024 participants left with a shared understanding of the importance of regional partnerships and preparedness in tackling today’s cyber threats.

Day two will focus on focus on ransomware and artificial intelligence.

Focus on Cities’ Cybersecurity: Strengthening Cyber Resilience of Latin American Cities

LAC4 in cooperation with partners is organising a 3-day training “Is Your City Cyber Safe” for local authorities of Southern Cone countries Argentina, Brazil, Chile and Uruguay from 4 to 6 March in Montevideo, Uruguay.

Strengthening Cybersecurity Journalism in Latin America and the Caribbean

LAC4 in cooperation with Agency for Electronic Government and Information and Knowledge Society of Uruguay (AGESIC) and the Delegation of the European Union to Uruguay organised a training for journalists in Montevideo, Uruguay from 2 to 3 March 2026. The training, titled “Journalist on the Frontline: Reporting Safely and Accurately on Cyber Incidents” and led by EU CyberNet Experts Carlos Leonardo and Diogo Carapihna, focused on strengthening journalistic capacity among Uruguayan media representatives and journalists to improve understanding, covering and reporting on cybersecurity issues. 

LAC4 Enhances Jamaica’s Cyber Resilience with Advanced Cybersecurity Training

LAC4 organised an online advanced cybersecurity operations training for Jamaica’s public sector cybersecurity professionals from 23 to 26 February. Training focused on building rapid detection, analysis and response capabilities by leveraging open-source tools for threat detection and response.
