LAC4 Is Improving Cyber Diplomacy in Guatemala

LAC4 conducted a cyber diplomacy training programme for Guatemala. The programme, taking place from 22 to 24 October 2025 in Guatemala City focused on improving knowledge and skills necessary to actively engage in international cyber diplomacy negotiations and processes.

LAC4 is helping national institutions build expertise, enhance coordination and engage more effectively internationally through training programmes like this. These efforts contribute to a more secure and cooperative digital environment, promoting an open and trustworthy cyberspace.” – César Moliné, LAC4 Regional Manager.  

Programme, led by EU CyberNet Experts, Agnes Kasper and Pierre-Francois Blin provided in-depts understanding of key cyber diplomacy issues and their connections to international relations and global geopolitics. The experts explained how developments in cyberspace influence countries’ strategic interest, security and cooperation. Likewise, the programme offered practical guidance for identifying and analysing national positions on the application of international law in cyber operations while strengthened participants’ ability to develop and implement national cyber diplomacy capabilities. Additionally, the training aimed to foster diplomacy outreach and coalition-building at the national level, encouraging collaboration and coordinated policymaking on critical cyber diplomacy topics.  

Experts covered following topics: 

  • Introduction to cybersecurity and cyberspace 
  • Guatemala’s cybersecurity organization: strategy and policy, regulations, incident response and emergency management processes. 
  • Cyber diplomacy 
  • International Law and ICT 
  • Threat landscape 
  • International cooperation. 

The opening remarks were delivered by Mirko Puig, Chargé d’Affaires a.i. of the Delegation of the European Union in Guatemala; David Emmanuel Osorio Can, Director of Electronic Government of the Presidential Commission for Open and Electronic Government; and Marco Vinicio Quan Ramírez, Director of the Antonio José de Irisarri Diplomatic Academy.  The training was organised with the Presidential Commission for Open and Electronic Government of Guatemala and Ministry of Foreign Affairs of Guatemala and was attended by representatives from various ministries, councils, telecommunications and academia.

A week-long Her CyberTracks proramme training concluded on Friday in Santo Domingo. 16 women from Argentina, Brazil, Paraguay, Uruguay and the Dominican Republic gathered to level up their cybersecurity incident handling skills and technical expertise.
