Join EU CyberNet: Looking for a LAC4 Programme Manager
LAC4 Programme Manager will be in charge of turning plans into actions – setting priorities, managing budget, and ensuring the following of EU standards. Incumbent will work closely with LAC4 project team in Tallinn and Santo Domingo, EU Delegations and EU CyberNet Expert Pool to develop and roll out top-notch training programmes through the LAC4 Centre.
What is LAC4 Centre?
The Latin America and Caribbean Cyber Competence Centre (LAC4) is an EU-funded project implemented by RIA to enhance cybersecurity capacities across the LAC region. Based in sunny Santo Domingo, LAC4 unites experts, organisations and partners to develop cybersecurity skills, share knowledge, and strengthen regional cooperation. Whether it’s hosting hands-on trainings, developing exercises, seminars or consulting on national policies, LAC4 aims to enhance cyber resilience and support the region in tackling today’s and tomorrow’s cyber challenges.
What will you do?
Your day-to-day tasks will include:
Communicate and coordinate with partner countries and organisations in the LAC region
Develop the list of priority actions for the LAC4 Centre
Develop, manage and monitor the annual work plans and related financial planning for activities
Ensure compliance with EU standards in project implementation and reporting
Draft reports, background documents, briefings, and other supporting materials as needed for the EU institutions
Co-create the training catalogue, courses, and learning modules with our experts
Oversee how trainings are delivered across the region
Coordinate with regional and EU partners to ensure alignment and added value
Collect feedback, assess impact and improve as we go
Help raise the visibility of LAC4 and its mission throughout the LAC region
Who are we looking for?
Qualifications and skills
A graduate university degree in cybersecurity, IT, public administration, international relations, development cooperation or a related field
Proficiency in oral and written English and Spanish. Working knowledge of French and/or Portuguese is considered an advantage
Strong project planning, coordination and financial management skills
Knowledge of EU regulations, particularly in relation to development cooperation or project cycle management
Excellent writing, analytical and reporting skills
Confident communicator, good at networking and building relationships across cultures
Demonstrated diplomatic skills, with the ability to navigate complex political environments and engage effectively with diverse stakeholders
Professional experience
Experience in project management, ideally in cybersecurity or ICT-related international development
Experience designing or delivering training or capacity building activities in a multistakeholder context
A track record of working with governmental, international and/or regional organisations
Comfortable leading international or regional projects with many moving parts
Familiarity with how EU-funded projects are run is a big advantage
Experience coordinating multinational or regional initiatives is a strong advantage
Knowledge of the cyber capacity building landscape in Latin America and the Caribbean is a definite plus
While this is a remote-friendly and flexible position and incumbent can work from anywhere in the EU, incumbent is expected to be available for travelling as needed.

The Cyber Policy Bootcamp, held from 9 to 12 June 2026 in Santo Domingo, Dominican Republic, successfully concluded after four days of high-level discussions, technical exchanges and practical sessions dedicated to strengthening cybersecurity governance, policy development and legislative frameworks across Latin America and the Caribbean.
A four-day Cyber Policy Bootcamp focused on strengthening cybersecurity governance, policy development and legislative frameworks will take place from 9 to 12 June 2026 in Santo Domingo, Dominican Republic.
LAC4, in cooperation with the Ministry of Foreign Affairs, International Trade & Cooperation of the Republic of Suriname organised a specialized 3-day training “Open-Source Security for Implementing Enterprise-Grade Defense for Government Networks” from 3 to 5 June 2026 in Paramaribo, Suriname.
The Cooperative Republic of Guyana on behalf of the Office of the Prime Minister, Hon. Mark Phillips, has become the 19th member of LAC4. Accession ceremony took place on 4 June 2026 in Georgetown, Guyana in the presence of the Prime Minister of the Cooperative Republic of Guyana, the National Data Management Authority, the LAC4 team and the Delegation of the European Union to Guyana.
LAC4 and the Chamber of Commerce of Bogota co-organised a webinar series to bolster digital transformation and cyber resilience of small and medium-sized enterprises in Colombia. Over 110 participants took part of the five webinars focused on topics such as cybercrime, artificial intelligence, risk management, social engineering and supply chain.
A recently published LAC4 and EU CyberNet comparative legal analysis of cybersecurity in Latin America and the Caribbean, titled “Cybersecurity in Latin America and the Caribbean: Towards a Legal Architecture and a Common Framework” is now available in English. Analysis has been written by Jersain Zadamig Llamas Covarrubias and César Moliné Rodríguez, and reviewed by Juan Pablo González Gutiérrez.
