CyberWeek@LAC4 2025 Wrapped: Building Borderless Resilience in Latin America and the Caribbean

CyberWeek@LAC4 2025 concluded today in Santo Domingo with 0ct0b3rf35t, a platform to offer informal exchange of national experiences and best practices in dealing with cyber incidents. Over the course of four days, more than 40 speakers from more than 20 countries took the stage to exchange knowledge with more than 150 participants from more than 30 countries for building regional cyber resilience and strengthen cooperation between LAC and European countries.

CyberWeek@LAC4 2025 launched on Monday, 17 November with opening remarks by Liina Areng, the Director of LAC4; Melvin Asin from the Delegation of the European Union to the Dominican Republic; Michael Segura from EL PACCTO 2.0 and Guido Gómez Mazara from INDOTEL. These were followed by a high-level panel discussion titled “Trust on the Edge: CSIRTS leading battles on bits and beliefs” and moderated by Liina Areng where Carlos Leonardo from CSIRT-RD, Veikko Raasuke from CERT-EE, Ruben Avendaño from Crowdstrike, Joaquin Cabrera from CERTuy and Mauricio Leite Ferreira da Silva from GSI-PR discussed how to defend both societal integrity and information credibility in era of new generation of cyber challenges.   

On Tuesday, 18 November the agenda revolved around improving technical skills and capabilities, supported by case studies from the LAC and Europe: participants gained knowledge to strengthen their operational skills, advanced technical capabilities and communication tactics as part of cyber resilience. 

Wednesday, 19 November dove deep into threat and organisational resilience and cross-border cooperation through hands-on workshops and national case studies. Participants examined how to strengthen their detection capabilities and adapt to evolving regulatory and operational demands.  

0ct0b3rf35t on the final day offered participants and speakers to exchange experiences in a more informal setting. 0ct0b3rf35t showcased the full spectrum of real-world challenges and national experiences in shaping cybersecurity across the LAC region. Experts shared their insights in, for example, SEO-driven attacks in Brazil, current threat landscape in Argentina and key lessons learned from major incidents in Costa Rica, Ecuador, Paraguay and Panama. Speakers highlighted also the growing importance of early-warning networks and inclusive national approaches as well as explored aspects such as cyber threat attribution, AI-enabled and emerging threats, multi-agency crisis coordination and response, standardised vulnerability reporting and ransomware response not only in cybersecurity, but also academia and entertainment industry. From crisis communication and information management to automation in cybersecurity, 0ct0b3rfest showed how collaboration, preparedness and shared frameworks for detection, response and mitigation remain central in staying ahead of the threat curve.

Guyana Joins LAC4

The Cooperative Republic of Guyana on behalf of the Office of the Prime Minister, Hon. Mark Phillips, has become the 19th member of LAC4. Accession ceremony took place on 4 June 2026 in Georgetown, Guyana in the presence of the Prime Minister of the Cooperative Republic of Guyana, the National Data Management Authority, the LAC4 team and the Delegation of the European Union to Guyana.

SME-s Cybersecurity Training Webinars’ Series Concluded

LAC4 and the Chamber of Commerce of Bogota co-organised a webinar series to bolster digital transformation and cyber resilience of small and medium-sized enterprises in Colombia. Over 110 participants took part of the five webinars focused on topics such as cybercrime, artificial intelligence, risk management, social engineering and supply chain.

LAC4 Analysis “A Comparative Legal Analysis of Cybersecurity in LAC Region” Now Available in English

A recently published LAC4 and EU CyberNet comparative legal analysis of cybersecurity in Latin America and the Caribbean, titled “Cybersecurity in Latin America and the Caribbean: Towards a Legal Architecture and a Common Framework” is now available in English. Analysis has been written by Jersain Zadamig Llamas Covarrubias and César Moliné Rodríguez, and reviewed by Juan Pablo González Gutiérrez.
