CyberWeek@LAC4 2025 Opens with Plenary Session

CyberWeek@LAC4 2025, taking place from today until Thursday, opened with a plenary session and networking reception for participants and stakeholders from Latin America, the Caribbean and the European Union.

“LAC4 is delighted to welcome cybersecurity experts from more than 30 countries and organisations across the Americas and Europe to CyberWeek@LAC4 2025! This year we come together under the understanding that cyber resilience is borderless and countries must work together to ensure cybersecurity. The agenda forms a truly comprehensive approach to borderless resilience as it features sessions from more than 40 international experts on incident response and national preparedness to mitigate cyber threats. am sure CyberWeek@LAC4 allows us in the coming days to strengthen our collective resilience and advance a more robust cybersecurity ecosystem.” – Liina Areng, Director of LAC4.

Melvin Asin from the Delegation of the European Union to the Dominican Republic said that this year’s theme “Borderless resilience” is a reminder that in an interconnected world, a single vulnerability can trigger cascading impacts. As the EU remains committed to supporting a collaborative effectiveness in cybersecurity, CyberWeek@LAC4 serves also as a declaration of solidarity and shared responsibility of the European Union in cyber space.

Michel Segura, the Deputy Director of EL PACCTO 2.0 expressed its thanks to LAC4 collaborating in confronting threats of cybercrime and ransomware as these impose enormous costs on societies, citizen and companies. He stressed that strengthening regulatory frameworks, sharing operational experience and building trusted partnerships are essential in turning theory in practice: fight against cybercrime is not a sprint but a technological marathon for those cooperating the best will have an advantage.

Guido Gómez Mazara, the President of the Dominican Telecommunications Institute (INDOTEL) reflected the theme as INDOTEL is committed to promoting cyber resilience without borders in the region, because threats may strike individually, but addressed collectively. CyberWeek@LAC4 is part of a broader strategic effort to drive development and modernization by offering platform to learn, connect and strengthen national efforts.

Trust on the Edge: CSIRTS leading battles on bits and beliefs

Following the opening remarks, a high-level panel session titled “Trust on the Edge: CSIRTs leading battles on bits and beliefs” Carlos Leonardo from CSIRT-RD, Veikko Raasuke from CERT-EE, Ruben Avendaño from Crowdstrike, Juaquin Cabrera from CERTuy and Mauricio Leite Ferreira da Silva from GSI-PR discussed how to defend both societal integrity and information credibility when digital and societal trust have come under pressure in the era of new generation of cyber challenges.

Panelists reflected on region’s rapid digital transformation, noting that greater connectivity and automation also bring new challenges from immediate risks of quantum-era threats to the growing impact of ransomware, disinformation campaigns and service-disrupting malware. They stressed the urgent need to strengthen trust in digital infrastructures, expand education and capacity building to address new challenges and ensure that CSIRTs can share actionable information for more rapid actions. Building cross-border resilience begins with a trust – strong communication, coordinated responses and operational knowledge are needed to protect societies and institutions in an era where crises unfold at unprecedented speed.

CyberWeek@LAC4 2025 concluded today in Santo Domingo with 0ct0b3rf35t, a platform to offer informal exchange of national experiences and best practices in dealing with cyber incidents. Over the course of four days, more than 40 speakers from more than 20 countries took the stage to exchange knowledge with more than 150 participants from more than 30 countries for building regional cyber resilience and strengthen cooperation between LAC and European countries.

The second day of CyberWeek@LAC4 2025 dove deep into threat and organizational resilience and cross-border cooperation. Through hands-on workshops and national case studies, participants examined how to strengthen detection capabilities and adapt to evolving regulatory and operational demands.
