CyberWeek@LAC4 2025 Agenda Announced: Borderless Resilience

The CyberWeek@LAC4 2025, titled “Borderless Resilience” focuses on cyber resilience building in Latin America and the Caribbean, bringing together cybersecurity experts, practitioners, researchers and policymakers from the region and Europe to Santo Domingo, the Dominican Republic from 17th to 20th November 2025.

LAC4 Centre’s annual flagship event revolves around building cross-regional cyber resilience that strengthens technical cybersecurity capabilities in the region. Designed for CSIRT professionals and technical experts, the conference provides a space for advancing practical skills and knowledge sharing to enhance regional resilience against evolving cyber threats. 

Agenda flows on three parallel tracks that feature a mix of hands-on workshops and interactive sessions that allow participants to engage in practical exercises and simulations as well as learn from case studies. Sessions allow participants to enhance their skills and knowledge in handling and responding to cyber incidents, share and learn from national CSIRTs and policymakers of LAC region and Europe. 

  • Track 1, titled “Incident Response Bootcamp” features sessions from cybersecurity companies, preparedness and response strategies, practical insights to detection engineering and case studies from the LAC countries and Estonia. 
  • Track 2, titled “Threat Hunters Unite” features sessions on redteaming, OSINT, identity theft and fraud, and malware analysis, illustrated with case studies from Argentina and Aruba. 
  • Track 3, titled “Cyber Defense Engineering” and offered in collaboration with EU EL PAcCTO project, features sessions on digital forensics, threat analysis and reverse engineering. 

CyberWeek@LAC4 2025 kicks off with a plenary session that includes opening remarks by the Ambassador of the European Union to the Dominican Republic, the President of the Dominican Telecommunications Institute (INDOTEL) and the President of LAC4, followed by a high-level panel session titled “Trust on the edge: CSIRTs leading battles on bits and beliefs”. 

A side-event, the LAC4 0ct0b3rf35t takes place on 20 November to offer a platform for informal exchange of national experiences and best practices in dealing with cyber incidents in different countries.   

CyberWeek@LAC4 2025 features more than 40 speakers, sharing experiences from 20 countries and representing cybersecurity companies, public authorities, academia and think-tanks. 

Around 150 participants from more than 30 countries have accepted the invite to participate in CyberWeek@LAC4 2025 and LAC4 0ct0b3rf35t. 

CyberWeek@LAC4 2025 alongside LAC4 0ct0b3rf35t is organised by LAC4 in collaboration with EU CyberNet, EL PACCTO 2.0 and EU-LAC Digital Alliance, funded by the European Union and sponsored by Claro, CrowdStrike, ESET, FACTOR, FIRST, Fluid Attacks and the Netherlands.

Focus on Cities’ Cybersecurity: Strengthening Cyber Resilience of Latin American Cities

LAC4 in cooperation with partners is organising a 3-day training “Is Your City Cyber Safe” for local authorities of Southern Cone countries Argentina, Brazil, Chile and Uruguay from 4 to 6 March in Montevideo, Uruguay.

Strengthening Cybersecurity Journalism in Latin America and the Caribbean

LAC4 in cooperation with Agency for Electronic Government and Information and Knowledge Society of Uruguay (AGESIC) and the Delegation of the European Union to Uruguay organised a training for journalists in Montevideo, Uruguay from 2 to 3 March 2026. The training, titled “Journalist on the Frontline: Reporting Safely and Accurately on Cyber Incidents” and led by EU CyberNet Experts Carlos Leonardo and Diogo Carapihna, focused on strengthening journalistic capacity among Uruguayan media representatives and journalists to improve understanding, covering and reporting on cybersecurity issues. 

LAC4 Enhances Jamaica’s Cyber Resilience with Advanced Cybersecurity Training

LAC4 organised an online advanced cybersecurity operations training for Jamaica’s public sector cybersecurity professionals from 23 to 26 February. Training focused on building rapid detection, analysis and response capabilities by leveraging open-source tools for threat detection and response.
