The Bootcamp will bring together more than 58 participants from 14 countries, including policymakers, diplomats, regulators, law enforcement representatives and technical experts from Latin America, the Caribbean and Europe. Its central objective is to support countries in developing more comprehensive, coherent and future-oriented cybersecurity policies and legal frameworks, drawing on international standards, regional priorities and best practices from Europe and the Americas.
The programme will be anchored by a three-day workshop on best practices for cyber policy and legislation, designed to provide participants with practical tools, comparative experiences and policy guidance to strengthen national cybersecurity governance. The workshop will address key areas such as institutional coordination, national cybersecurity strategies, critical infrastructure protection, risk management, incident reporting, cyber diplomacy and the development of modern cybersecurity legislation.
As part of the Bootcamp, an opening regional symposium will also examine the governance of commercial cyber intrusion capabilities, including spyware and other cyber intrusion tools, as an emerging regulatory and policy challenge for governments.

Workshop on Best Practices for Cyber Policy and Legislation
At the core of the Cyber Policy Bootcamp is a three-day workshop dedicated to supporting countries in the development and strengthening of comprehensive cybersecurity policy and legislative frameworks.
The workshop will provide participants with a structured space to examine the key components of effective national cybersecurity governance, including institutional mandates, coordination mechanisms, cybersecurity strategies, risk management approaches, critical infrastructure protection, incident reporting obligations and the role of cyber diplomacy in national and regional resilience.
Through expert-led sessions, comparative case studies and practical exercises, participants will explore how to design and implement cybersecurity laws and policies that are aligned with international standards, adapted to national realities and responsive to the evolving cyber threat landscape.
The workshop will also promote regional dialogue and exchange among participating countries, helping to identify common challenges, share lessons learned and encourage more harmonized approaches to cybersecurity legislation and policy development across Latin America and the Caribbean.
Opening Symposium on Governing Commercial Cyber Intrusion Capabilities
The Bootcamp will open with a regional symposium on the governance and responsible use of commercial cyber intrusion capabilities, including spyware and other cyber intrusion tools. This high-level discussion will serve as an entry point into broader questions of cybersecurity governance, accountability, human rights, national security and regulatory oversight.
The Cyber Policy Bootcamp is organised in cooperation between the French Ministry for Europe and Foreign Affairs, the Delegation of the European Union to the Dominican Republic, Expertise France and LAC4.
