Panel: the Advent of New and Disruptive Technologies Require Cross-Regional Approach

LAC4 Policy Expert César Moliné Rodríguez participated in a panel on regional cooperation, disruptive technologies and cross-sector collaboration at OAS Cybersecurity Symposium, taking place at LAC4 in Santo Domingo from 1st to 3rd October 2024.

“Latin Americas and the Caribbean region faces several significant cybersecurity challenges with the advent of new and disruptive technologies. These challenges include the increasing complexity of cyberattacks, lack of specialised talent, regulatory and normative challenges and lack of regional and international collaboration,” César Moliné Rodríguez highlighted in his intervention.

On possible ways to bridge the gaps, he highlighted the role of LAC4 Centre, who is focused on strengthening cyber capabilities with the region: “LAC4 Centre is involved in strengthening cyber capacity and resilience, helping the region to anticipate the challenges and safely take advantage of the opportunities of  emerging technologies. We in LAC4 do this through training and technical assistance, establishing and strengthening CSIRTs, developing NCS, harmonizing regulations and policies, and promoting public-private trust and collaboration.”

César Moliné Rodríguez also stressed the importance of legal frameworks and their regional interoperability by showcasing the lessons learned from the region: “Creating regional cybersecurity strategies, such as the one being created for Central America and Dominican Republic, can assist in achieving better alignment across countries for a more coordinated response. Such strategies and legal frameworks form a basis for protecting digital assets, establishing responsibilities, and coordinating actions between national and international actors.”

LAC4 organises train-the-trainer workshops on cyber awareness and cyber hygiene in Guatemala this week for representatives and stakeholders from public sector, civil society, private sector and indigenous communities of Guatemala. Training workshops are taking place on 27th and 28th January in Guatemala City and on 30th and 31st January in Quetzaltenango.
