Guyana Joins LAC4

The Cooperative Republic of Guyana on behalf of the Office of the Prime Minister, Hon. Mark Phillips, has become the 19th member of LAC4. Accession ceremony took place on 4 June 2026 in Georgetown, Guyana in the presence of the Prime Minister of the Cooperative Republic of Guyana, the National Data Management Authority, the LAC4 team and the Delegation of the European Union to Guyana.

Guyana’s growing digital ambition and engagement in the regional cooperation highlights its role in advancing regional cybersecurity cooperation and building cross-regional cyber resilience. We look forward to building an active and long-lasting cooperation together with Guyana contributing valuable perspectives to regional knowledge-sharing while also benefiting from European expertise, partnership and practical cooperation.” – Liina Areng, Director of LAC4. 

EU Ambassador to Guyana, Luca Piernatoni, who witnessed the signing remarked, “Guyana’s decision to join the Latin America and Caribbean Cyber Competence Centre (LAC4) marks a major milestone in our strategic partnership under the EU-LAC Digital Alliance. Cyber threats respect no borders, and by linking Georgetown to this growing network of 19 member nations, we are collectively building a safer, more resilient Caribbean digital space. Through the EU’s Global Gateway agenda, we are fully committed to matching Guyana’s digital ambitions with advanced technology, investment, and specialized cyber capacity-building to ensure a secure and prosperous digital future.”

About LAC4 

LAC4 has  18  members  in addition to Guyana, represented by respective national authorities or organisations: Antigua and Barbuda, the Bahamas, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Estonia, Guatemala, Honduras, Mexico, the Netherlands, Panama, Uruguay, pan-regional RedCLARA, Cyber 4.0: Cyber Competence Center (Italy) and NUMU Group. 

Established in 2022 in Santo Domingo, the Dominican Republic by the Estonian Information System Authority and EU CyberNet. LAC4 serves as a training and knowledge hub for sharing expertise in cybersecurity and cybercrime. It also seeks to facilitate practical collaboration between the LAC region and the EU; promoting the benefits of an open, free and inclusive cyberspace, and enhance cyber capacities within the LAC region.
