Training on the Governance of Commercial Cyber Intrusion Capabilities (CCICs)

This high-level training will address one of the most pressing emerging challenges in cybersecurity governance: the regulation and responsible use of commercial cyber intrusion capabilities (CCICs), including spyware and related technologies, based on the 2025 Pall Mall Process Code of Practice for States (CoP).

The training will explore global trends and risks associated with the cyber intrusion market as well as the implications for human rights, national security and cybersecurity. Participants will also gain insights into the Pall Mall Process and international frameworks that promote responsible state behavior in cyberspace, alongside national governance models and oversight mechanisms. 

Through policy discussions and peer-to-peer exchanges, the training will provide a platform for participants to share national experiences and identify practical approaches to effective governance. Particular attention will be given to strengthening oversight and accountability mechanisms, supporting the implementation of international standards such as the Pall Mall Process Code of Practice within national strategies and legal frameworks, and promoting the responsible and lawful use of cyber intrusion capabilities within clear ethical and legal boundaries.
