The High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission Josep Borrell Fontelles inaugurates the LAC4

Within the framework of the XXVIII Ibero-American Summit on March 27, 2023, the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission Josep Borrell Fontelles inaugurates Latin America and Caribbean Cyber Capacity Center (LAC4) with the first official visit.

LAC4 Dominican Republic Santo Domingo

The Latin American and Caribbean Cyber-Capacity Center (LAC4) is implemented by the EU CyberNet project and financed by the European Union, with its facilities in Santo Domingo, Dominican Republic. The implementer of the EU CyberNet Project is Estonian National Cybersecurity Center (NCSC-EE) whose Director, Gert Auväärt, will also join the high-level visit on 27 March.

Borrell stated “LAC4 shows the EU’s commitment to cooperate and strengthen the association with LAC countries, based on our shared values. I am also pleased to note that it is the first regional cyber capacity center created by the EU. This shows the remarkable achievements of the region’s countries, specifically the Dominican Republic, in rapid digitization, which encompasses innovation for the benefit of societies. It demonstrates our commitment and the confidence of the European Union towards the Dominican Government to continue collaborating based on our shared values.”

Gert Auväärt stated that „LAC4 is a very practical avenue for knowledge sharing among cybersecurity experts across LAC region and Europe. Estonia promotes prioritization of cybersecurity aspects globally and is committed to supporting countries in the LAC region through the Centre.”

LAC4 will contribute to improving cybersecurity education and capabilities, improve interoperability capabilities, cyberspace capabilities, research and development, and create national cybersecurity standards in Latin American and Caribbean countries.
