Signing of the Memorandum of Understanding with RedCLARA

During the first week of October 2022 RedCLARA and the Estonian Information Systems Authority (RIA) signed a Memorandum of Understanding seeking to promote cybersecurity collaboration between the two parties.

RedCLARA (Latin American Cooperation of Advanced Networks) is an international non-profit organisation aimed at promoting the development of Latin American scientific-academic collaboration. RedCLARA strengthens the development of science, education, culture and innovation in Latin America, through the innovative use of networks, infrastructure and advanced information technologies.

The institutions were represented by their directors Magnus Noormaa and Luis Eliécer Cadenas for signing the MoU’s. The commitment assumed is to cooperate for a period of three years on topics such as skills in internet security, exchange of good practices, capacity building and operational delivery.

Efforts will be channeled through the EU CyberNet project, implemented by RIA with the purpose of strengthening the global delivery, coordination and coherence of the European Union (EU) external cyber capabilities development projects. In this context, EU Cybernet manages the Cyber Competence Center for Latin America and the Caribbean (LAC4), inaugurated in May 2022, in Santo Domingo, in the Dominican Republic, with the aim of providing technical assistance to associated countries in the field of cybersecurity and cybercrime.

In the opinion of Luis Eliécer Cadenas: “For RedCLARA and the national research and education networks of Latin America and the Caribbean, cybersecurity is an area of maximum relevance. In this sense, having the expertise of EU-CyberNet and being able to join forces with the LAC4 project allows us to multiply the impact and further expand the actions that we have been developing in this area”.

The agreement also seeks to promote the mission of the LAC4 and EU CyberNet Projects in international events and forums, and to contribute to the identification of cyber capacity development needs and the development of LAC4 capacity building study plans, and other activities to support cybersecurity efforts in Latin America and the Caribbean.
