LAC4 Policy Expert César Moliné Rodríguez, and LAC4 and EU CyberNet expert Andrés Soriano are delivering presentations at HackConRD 2025 conference.

César Moliné Rodríguez‘ presentation “Hacker with a License to Audit: How to Protect Systems and Aviod Prison” will outline the main legal frameworks and best practises that cybersecurity professionals or ethical hacking ethusiasts should follow in order to avoid criminal or civil liability and, at the same time, contribute to a secure digital environment.

Andrés Soriano presentation will focus on counterintelligence against an advanced persistent threat (APT) and through a practical, intelligence-driven approach, he will discuss the modus operandi of state-sponsored actors, including how to stay ahead by applying different tactics.

Andrés Soriano has served as an intelligence and cyber intelligence officer for more than 20 years in the fight against organized crime and terrorism. He has a degree in criminology, administration in computer systems, security sciences, cyber intelligence, threat intelligence, and is currently completing a PhD in international law.

HackConRD 2025 is the largest hacker conference in the Dominican Republic, organized by RedTeamRD. It brings together cybersecurity professionals, hacking enthusiasts, students interested in technology. Conference seeks to raise awareness about importance of hacking and provide a dynamic space where attendees can learn about how threats work in cyberspace and how to prepare to face them.
