Cyber Policy Bootcamp Concludes in Santo Domingo, Advancing Regional Dialogue on Cyber Governance and Legislation

The Cyber Policy Bootcamp, held from 9 to 12 June 2026 in Santo Domingo, Dominican Republic, successfully concluded after four days of high-level discussions, technical exchanges and practical sessions dedicated to strengthening cybersecurity governance, policy development and legislative frameworks across Latin America and the Caribbean.

The Bootcamp brought together more than 58 participants from 14 countries, including policymakers, diplomats, regulators, law enforcement representatives and technical experts from Latin America, the Caribbean and Europe. Over the course of the programme, participants exchanged experiences, examined common challenges and explored practical approaches to support the development of more comprehensive, coherent and future-oriented cybersecurity policies and legal frameworks

At the centre of the Bootcamp was a three-day workshop on best practices for cyber policy and legislation. Through expert-led sessions, comparative case studies and practical exercises, participants discussed key components of effective national cybersecurity governance, including institutional coordination, national cybersecurity strategies, critical infrastructure protection, risk management, incident reporting, cyber diplomacy and the development of modern cybersecurity legislation.

The discussions provided a valuable space for countries to reflect on their national priorities, share lessons learned and identify opportunities for greater regional cooperation and alignment. The exchanges also highlighted the importance of building cybersecurity frameworks that are adapted to national realities, aligned with international standards and responsive to an evolving cyber threat landscape.

The Bootcamp opened with a regional symposium on the governance of commercial cyber intrusion capabilities, including spyware and other cyber intrusion tools. This discussion offered an important opportunity to address emerging regulatory and policy challenges related to accountability, human rights, national security, responsible use and oversight.

The Cyber Policy Bootcamp was organised in cooperation between the French Ministry for Europe and Foreign Affairs, the Delegation of the European Union to the Dominican Republic, Expertise France and LAC4.
